Being in a cartel lets people know that you have backup, so if anyone fucks with you, the cartel fucks them back. Since the drug trade is a vicious business, I have started a cartel.
After that you can go back and spend all your tokens on whatever you deem necessary. It'll show you what you need to start crankin out the profits by having you spend one or two of your starting tokens on each thing you should do. There is a tutorial that will help you get started.
